Roof inspection for insurance in Florida

Short answer: Florida insurers use three inspection reports: the 4-point, the wind mitigation form and a roof certification. Each usually costs $100 to $175, and inspectors commonly bundle the 4-point and wind mitigation for about $150 to $225.

4-point inspection

The 4-point covers the roof, electrical, plumbing and heating and cooling. Insurers use it to decide whether to write an older home. Citizens Property Insurance requires one for applications on homes more than 20 years old, and many private insurers use a similar threshold.

On the Citizens form, a licensed general, residential or building contractor, a building code inspector or a licensed home inspector may sign. A trade-specific licensee, such as a plumber or electrician, can sign only the section for their own trade.

Wind mitigation inspection

The wind mitigation form records roof shape, roof deck attachment, roof-to-wall connections, opening protection and secondary water resistance. Florida insurers must offer discounts for these features, and the savings often pay for the inspection many times over.

Under Florida Statute 627.711(2), the form can be signed by a licensed home inspector with hurricane mitigation training, a certified building code inspector, a licensed general, building or residential contractor, a professional engineer, an architect, or others your insurer accepts. A roofing contractor license alone is not on that list. The Office of Insurance Regulation says the form is valid for up to five years as long as the home has no material changes. Roof certification and roof age

Florida Statute 627.7011(5) sets the roof-age rules for homeowners policies issued or renewed on or after July 1, 2022:

The statute’s list of authorized inspectors includes licensed home inspectors, building code inspectors, licensed general, building, residential and roofing contractors, engineers and architects, plus anyone else the insurer recognizes.

Citizens has its own limits. Citizens asks for a roof inspection on shingle and other soft roofs older than 25 years and on tile, metal and other hard roofs older than 50 years. The roof has to show at least five years of remaining useful life, or you have to prove it was fully replaced. Check citizensfla.com/inspections for the current forms before you book.

Before you book

  1. Ask your agent which forms the insurer wants and which form versions it accepts.
  2. Find your roof’s permit date on your county or city permit search. Insurers usually go by that date.
  3. Book the 4-point and wind mitigation together to save a trip fee.
  4. Ask for the photos. Insurers often reject reports without clear photos of each item.
  5. If the roof fails, price a replacement before the insurer’s deadline. Roofers book up quickly after storms.

Can a roofer do my wind mitigation inspection?

Only if the roofer also holds a license on the statute’s list, such as a general, building or residential contractor license, or is a licensed home inspector. Florida Statute 627.711(2) does not list roofing contractors, although your insurer may accept other inspectors at its discretion.

How long is a wind mitigation report good for?

Can my insurance company drop me because of roof age?

Not solely because of age if the roof is under 15 years old.
